LPH Thrives is a comprehensive affordable housing development that includes 47 units of dedicated affordable housing across a thoughtfully planned site. The project brings together the rehabilitation of 10 historic buildings alongside one new construction building, preserving the character of the neighborhood while expanding housing opportunities. In addition to residential spaces, the development features three ground-floor storefronts designed to support community-based businesses, contributing to local economic activity. By transforming vacant and blighted historic structures, LPH Thrives plays a key role in revitalizing the neighborhood and restoring its built environment.

Lower Price Hill is a tight-knit community shaped by strong local partnerships. Community Matters has long worked in the neighborhood to “create a thriving and more just community by removing barriers to opportunity,” serving more than 2,000 families each year through programs focused on sustainable families, access to education, leadership development, and vibrant spaces to live and work. In alignment with this vision, Community Matters partnered with Over-the-Rhine Community Housing to bring LPH Thrives to life. Together with nearby renovations led by Habitat for Humanity, this work has significantly reduced vacancy and strengthened the fabric of the neighborhood.

LPH Thrives was designed to ensure families spend no more than 30% of their monthly income on rent. The development serves low-income, working-class neighbors earning between 30% and 60% of the Area Median Income. By rehabilitating some of the community’s most challenging vacant and blighted historic structures, the project expanded access to high-quality affordable housing while strengthening the neighborhood’s built environment. Access to safe, affordable housing was identified as the top priority in the LPH Resurgency Plan, as well as by local employers and residents. In Lower Price Hill, many families had been severely cost-burdened, with most spending more than 50% of their income on housing. By providing stable, affordable homes, LPH Thrives has allowed families to remain in the neighborhood and continue investing in their community.
